The mystery of how and why the planets are spaced in a mathematical pattern around the Sun has baffled scientists for the four centuries since astronomer Johannes Kepler's initial attempts in 1595 to find the solution. Kepler did succeed later in discovering the First Three Laws of Planetary Motion governing the orbital movements of the planets, but all efforts to find the solution to a definitive Fourth Law explaining the spacing of planets have proven futile until now.
After 15 years of researching this crucial key to planetary origins, a retired scientist, Alexander Scarborough, disclosed the discovery of the geometric solution detailing how the planets attained their current orbital positions around the Sun. His findings were presented at the annual meeting of American Association for the Advancement of Science (AAAS) in Anaheim, California on January 23. "This discovery," Scarborough stated, "is the final link in the definitive FLINE paradigm of planetary origins and evolution that had evolved slowly in via the piecing together of much substantiated evidence. Research results of the past 25 years preclude a need for the assumptions used in other theories."
According to Scarborough, the FLINE paradigm of the origin of solar systems and the evolution of planetary systems consists of three chronological, inseparable and ongoing realities:

All solar systems, regardless of the number of planets, undergo these inseparable realities. The three great truths remain interactive until, one by one, they reach their ending. They reveal a starting fact: planetary evolution is not possible without an energy core like that hypothesized by Descartes as "Sun-like" -- a concept now corroborated by abundant substantiated evidence. Such evidence mounts with each relevant discovery of planetary anomalies, both of Earth and of the space probes.
The evidence reveals the from energy mass to inactive every planet is a self-sustaining entity creating its own atomic compositional matter via internal nucleosynthesis throughout its first four stages of evolution. (Note: IN is simply the transformation of energy into atomic matter under the extreme conditions of temperature and pressure in nuclear cores-- a natural occurrence in our Sun and in spheres universal). Astute observations of the planets reveal the five successive and ongoing stages of evolution: i.e., Energy (the Sun), Gaseous, (Jupiter, Saturn), Transitional (Uranus, Neptune), Rocky (Earth, Venus), Inactive (or nearly so: Mercury, Mars, Pluto, Moon). The pace of evolution through each of the five stages and the planetary features in each stages are functions of planetary mass and distance from the Sun. All planetary systems embrace FLINE principles, of which some remain to be discovered.
Implication and benefits of the FLINE paradigm are immeasurable. The concept provides a solid foundation for definitively connecting past, present and future discoveries about planetary systems. However, the well-entrenched Accretion concept of solar systems origins might continue to prevail until early in the 21 century when confirmation of the true nature, sources, etc. of comets and asteroids will undermine it.
